NCAA Board Adopts Sexual Violence Policy — FootballScoop.com

Coaches, college athletes and athletics administrators are required to complete education each year in sexual violence prevention, according to a policy adopted by the NCAA Board of Governors.

As part of the new policy, leaders on each NCAA campus — the school president or chancellor, athletics director and Title IX coordinator — must attest annually that coaches, athletics administrators and student-athletes were educated in sexual violence prevention.

Additionally, according to the new policy, each of the three campus officials must declare that:

The school’s athletics department is knowledgeable about, integrated in, and compliant with institutional policies and processes regarding sexual violence prevention and proper adjudication and resolution of acts of sexual violence.
The school’s policies regarding sexual violence prevention and adjudication — plus the name and contact information for the campus Title IX coordinator — are readily available in the athletics department and are distributed to student-athletes.

The names of colleges and universities that attest they have complied will be included in a report delivered each year to the Board of Governors and published on ncaa.org.

Adopted Tuesday, the policy was recommended by the Commission to Combat Campus Sexual Violence, created one year ago by the board to examine issues of sexual violence and propose solutions for what athletics departments, conferences and the NCAA can do to enhance sexual violence prevention efforts and achieve positive culture change on college campuses. The commission is composed of college and university presidents, athletics administrators, coaches, sexual violence experts, advocates and student-athletes.

The board also directed the commission to partner with other higher education organizations to propose broader solutions and pursue better data to inform future decisions.

The board has taken several steps toward addressing sexual violence prevention since 2010, including working to define how a college athletics department should properly respond to sexual violence accusations involving a student-athlete. In 2014, the board — then called the NCAA Executive Committee — passed a resolution that lays out expectations for athletics departments, which serves as the foundation for the adopted Association-wide policy.

Weeks after the resolution passed in 2014, the NCAA released the handbook “Addressing Sexual Assault and Interpersonal Violence: Athletics’ Role in Support of Healthy and Safe Campuses” and followed it with sexual violence prevention tool kit to aid athletics administrators in their efforts to create campus communities free of violence and foster safe places for students to learn and thrive.

The United States Sports Academy has entered into an agreement with Athletic Business to provide Continuing Education Units (CEUs) for seminar participants at the 2017 Athletic Business Show and Conference set for 8-11 November 2017 in Orlando, Fla.

Participants who attend the 2017 conference may earn one CEU per 10 hours of seminar attendance. Registration for CEUs may be done before or after the conference; CEUs will be awarded after conference completion and a verification period. Registration for the CEUs will be opened six weeks prior to the November conference for those who wish to register early for their CEUs. The cost for each CEU is $37.50.

Dane Thorbjorn Olesen and Kevin Kisner of the United States are tied for the lead after the Professional Golfers’ Association (PGA) Championship’s opening round.

Both carded rounds of 67 at the Quail Hollow Club in Charlotte, North Carolina, putting them on four-under par.

This has put them one ahead of an all-American group featuring this year’s US Open champion Brooks Koepka, Grayson Murray, Gary Woodland, DA Points and Chris Stroud.

World number 78 Olesen made it to clubhouse in the lead after hitting six birdies over the 18 holes, with bogeys on the sixth and 17^th pulling his progress back slightly.

He was then joined by Kisner towards the close of the day after the world number 25 Kisner, who carded six birdies as well, including one on the 18^th which saw him tie for the lead.

Jordan Spieth, who will complete a career Grand Slam if he lifts the title on Sunday (August 13) in his home country following his victory at The Open last month, experienced a tricky day to finish on one-over to sit in a tie for 33^rd.

Also in the same position as Spieth is Northern Ireland’s Rory McIlroy, who won the PGA Championship in 2012 and 2014.

Defending champion Jimmy Walker had a forgettable day as the American carded a round of 81, putting him tied for 144^th position on 10-over, a score which unless he makes a significant improvement on tomorrow could see him miss the cut.

Dustin Johnson, the world’s top ranked player, made a steady start to the competition with a solid round of 70.

Dutch golfer Joost Luiten produced one of the main highlights of the day as he hit a hole-in-one on the fourth.

He ended the day on five-over, putting him in joint-95^th place.

The International University Sports Federation (FISU) is awaiting entries from Russian track and field athletes as it looks to confirm them as independent athletes for the Taipei 2017 Summer Universiade.

The Russian Athletics Federation is currently suspended by the International Association of Athletics Federations (IAAF), with the ban having been in place since November 2015.

It followed a report commissioned by the World Anti-Doping Agency which found evidence of state-supported doping.

Russian athletes missed last year’s Olympic Games in Rio de Janeiro and its 19 athletes currently competing at the IAAF World Championships in London are doing so under a neutral banner.

Sergey Seiranov, President of the Russian Students Sport Union, claimed Russia will not be competing in athletics at the Summer Universiade in Taipei.

He stated that no agreement was reached over Russian athletes competing in at the event, which will run from August 19 to 30.

“Our track and field athletes will not be competing at the Universiade in any available status as no agreement was reached,” Seiranov told Russian news agency TASS.

“We planned to send 11 track and field athletes, but we did not receive explanations from the FISU regarding the participation of neutral athletes in the tournament.

“It was unclear how they could enter the database.

“The deadline for submitting applications has expired, the on-line registration is closed and there is not a single Russian track and field athlete on the list of the Universiade participants.”

However, FISU have responded by saying that an agreement on Russian athletes appearing as independents was approved by the IAAF in July.

The organization have stated they are awaiting an entry list from Russian officials, which would allow them to process and confirm they independent track and field competitors.

“FISU sent to the IAAF a list of Russian Federation athletes who could participate as independent athletes,” a FISU statement read.

“The IAAF gave permission for these athletes to compete at the Taipei Summer Universiade 2017 in late July.

“These independent athletes are free to compete under the FISU flag and under the country name Independent FISU Participant (IFP).

“These athletes can compete in a neutral uniform and can march into the Opening Ceremonies in the IFP group, the FISU flag will be raised for any IFP athlete at any awarding ceremonies.

“There were 11 athletes that were granted permission to compete as independent athletes from the IAAF list.

“FISU is now waiting for the entry request from the athletes on this list.

“Once done, FISU can process their accreditation as independent athletes at the Taipei Summer Universiade 2017.”

Russia are reportedly set to be represented by a delegation of 517 people, with 348 athletes poised to compete in 20 sports.

Figures from the organizers state that a total of 7,708 athletes from around the world will feature at the multi-sport event.

This is fewer than the 2013 edition of the Summer Universiade when 7,880 athletes took part in Kazan in Russia, but is larger than the 7,432 participants at Gwangju 2015.

Events in the 21 sport being contested at Taipei 2017 are scheduled to held in venues in Taipei, Keelung, New Taipei, Taoyuan and Hsinchu.

Mexico’s national soccer team captain Rafael Márquez is one of 22 people to have been sanctioned by the United States Treasury department for alleged links with an accused drug trafficking cartel.

Márquez, 38, is accused of having financial ties with Raul Flores Hernández, a suspected drug trafficker with links to the Sinaloa Cartel and the Jalisco New Generation Cartel.

Popular Mexican singer Julión Álvarez is also on the list of people sanctioned.

Both he and Márquez are accused, in a US Treasury department statement, of having “longstanding relationships with Flores Hernández…acted as front persons for him and his DTO (Drug Trafficking Organisation) and held assets on their behalf”.

According to the statement, the ruling means that any of their assets under US jurisdiction or controlled by people in America would be frozen.

Márquez, who has represented Mexico in four FIFA World Cups, is said to have given a voluntary declaration before the Mexican Attorney General’s office yesterday.

Álvarez, 34, has rejected the accusations against him and defended Márquez.

“Everything I have, I’ve earned,” he said in a video posted to his official Facebook page.

“I dedicated myself to making music, and thank God, I don’t have the necessity to do many of the things they’re accusing me of.”

In reference to Márquez, Álvarez added: “He has got one of the longest careers in football.

“Do you really think he would need to do something like this?”

Álvarez added that he may invite Márquez to come together legally to defend themselves against the claims.

According to documents on the US Treasury department’s website, Márquez was linked to Flores Hernández’s organisation through a football school by the name of Escuela de Fútbol Rafael Márquez and several other sports and health outfits.

A total of 43 organizations linked to Flores Hernández’s holdings have been sanctioned, the US Treasury department says.

These are in sectors such as health, hospitality, sport and tourism.

Márquez has won more than 140 international caps in two decades with the Mexican national side.

The defender re-joined his first club Atlas, where he is captain, in 2015.

It followed spells with French side Monaco and Spanish outfit Barcelona, where he won La Liga four times and the UEFA Champions League on two occasions.

America’s Phyllis Francis capitalized on a remarkable falter from Shaunae Miller-Uibo to snatch 400 meter gold at the International Association of Athletics Federations World Championships.

Torrential rain fell from start to finish as three titles were claimed by athletes from three different continents.

Norway’s Karsten Warholm responded best to the conditions to win the men’s 400m hurdles and Gong Lijiao of China triumphed in the women’s shot put.

It was the finale which provided the greatest moment of drama.

Francis, a 4x400m relay gold medalist at Rio 2016, had never won a global individual medal before tonight and, for most of the race, third place seemed to be as good as it would get.

Bahamas’ Olympic champion Miller-Uibo powered through the first half of the race and entered the final straight with a big lead over the United States Allyson Felix, chasing a record 10th IAAF World Championship gold medal.

Felix, the gold medallist at Beijing two years ago, was slowly narrowing the gap, but did not look powerful enough to overtake the powerful leader.

Then, inexplicably, Miller-Uibo lost all momentum with the finish line at her mercy, swaying her arms and legs as if she was running through treacle before nearly coming to a halt.

It was Francis, rather than Felix, who burst through to win in a personal best of 49.92sec.

Salwa Eid Naser, born in Nigeria to a native mother and a Bahraini father, finished superbly to snatch a superb silver for the Gulf nation in a national record 50,06.

Felix won her 14th World Championship medal with bronze, in 50.08, as Miller-Uibo labored across the line fourth in 50.49.

It was not immediately clear if she was injured, or simply fatigued.

“At the finish line I was surprised, I thought I was second or third, but then they told me, ‘You are first’,” said Francis.

“That is crazy.”

Warholm has long been a rising star of Norwegian and European athletics but it was still expected to be far too soon for a senior global crown.

The weather, however, was always going to be an equalizer, and the Norwegian was used to stormy conditions having learned his craft training on his home island of Dimnøya off the western coast.

He was initially a multi-eventer, winning the 2013 octathlon at the 2013 World Youth Championships in Donetsk, before turning to the 400m hurdles.

The 21-year-old held a huge lead over the rest of the field coming into the home straight.

American Olympic champion Kerron Clement was gradually closing the gap and looked set to pass him approaching the final hurdle.

Warholm, though, cleared the final barrier best before powering clear to win in 48.35 – two hundredths of a second faster than his time when winning gold at this year’s European Under 23 Championships in Bydgoszcz.

“Thank you, London! I truly don’t believe it,” he said.

“I’ve worked so hard for this but I don’t know what I have done.

“This is an amazing feeling.”

Cuban-born Yasmani Copello, now representing Turkey, won the silver medal in 48.49 to improve upon his Olympic bronze at Rio 2016.

Clement, world champion in Osaka 2007 and Berlin 2009, settled for third today in 48.52.

Gong also overcame terrible conditions to earn the women’s shot put gong and take the first major victory of her career.

The 28-year-old Olympic silver medalist threw her arms in the air in triumph after a throw of 19.94 meters in the fifth round.

It followed silver at her home World Championships in Bejing two years ago, as well as bronze medals in Berlin in 2009 and Moscow in 2013.

There was drama behind her as Hungary’s Alita Marton saved her best for last by producing a sixth round mark of 19.49m.

This moved her up from fourth and consigned United States’ Olympic champion Michelle Carter to third, with 19.14m.

Huang Zhihong was the last Chinese winner of the event at the 1991 World Championships in Tokyo.

“It is 26 years since China won a shot put medal, so it’s a very special moment for me,” said Gong.

“Of course, the rain affected the competition and that is the reason we didn’t go past 20 meters tonight.”

The US has now won four gold, five silver and six bronze medals.

Kenya remains second on three gold, one silver and three bronze.

South Africa remains the only other nation to have won more than one gold medal.

They have won two and also two bronze.

Here is an undeniable fact. The football industry feels it is under siege because do-gooders think football is hazardous to the people playing the game. Yet despite more and more evidence that playing football can and is causing brain damage from brain injuries suffered on the field whether in a game or practice, football’s popularity is high and parents continue to sign their children up for the sports.

More colleges are putting teams on the field. Even though people running the football industry are feeling somewhat threatened, TV networks have invested billions into the NFL and college football, municipalities in Texas have spent tens of millions of dollars on high school football stadiums, corporate marketing partners want to be associated with football and cities are still chasing NFL teams by throwing money at owners or giving owners incredible tax breaks and tax incentives to relocate their teams.

But what does scare the people who run the football industry? Dr. Bennet Omalu, speaking at the New York Press Club on Monday night, had the answer.

A local district attorney filing child abuse charges in the event of a catastrophic injury to a child in a football game or practice. That has not happened yet. There is no suggestion that is going to happen at any time in the near future because it is understood that sports does not necessarily have to adhere to normal legalities. The sports industry can legislate itself.

But can youth leagues and local school boards fight a district attorney? That could present an untenable situation for children’s sports leagues if a district attorney decides to move ahead with charges.

Dr. Omalu is not liked by the football industry. He discovered CTE in the brain of Mike Webster during an autopsy and that finding has sent shock waves throughout the football business. The youth football industry’s worst nightmare might be a prosecutor.

A native of Ohio, Gottfried played quarterback at Morehead State University before serving as head football coach at Murray State and the universities of Cincinnati, Kansas and Pittsburgh. He went on to a successful career as a college football broadcaster for ESPN. Gottfried and his wife, Mickey, founded Team Focus in 2000 in Mobile, Ala. It is a cost-free community outreach program aimed at young men without fathers and was inspired by Gottfried’s loss of his father at a young age.

Rosandich was named Academy president and CEO in 2015 after some 33 years of service to the institution, with his last post being that of vice president and chief operating officer. He is also an alumnus having received both his Master of Sport Science degree in Sports Management and his Doctor of Education degree in Sports Management. Rosandich was named the Academy’s 1997 Alumnus of the Year for his contributions to the institution primarily through his work in numerous international sports education projects around the world. He also received a Distinguished Service Award for more than 30 years of service to the institution. He is a long-time faculty member of the Academy and is an expert on sports facility design, having contributed to a book on the subject.

Simmermacher played college baseball as a pitcher under Eddie Stanky at the University of South Alabama in Mobile, Ala., and at the University of West Florida (UWF) before signing with the Seattle Mariners organization and playing for the Bellingham, Wash., Mariners, who won the Northwest League championship during his time on the team. He then coached a variety of sports at the high school and college level in Ohio and New Mexico for more than two decades before joining the Academy faculty. He earned bachelor’s and master’s degrees in health, leisure and sports/physical education from UWF and his Doctor of Sport Management degree from the Academy.

There is no evidence of former Olympic Council of Ireland (OCI) President Patrick Hickey being linked to anything illegal or financial impropriety following his arrest in Rio de Janeiro last year, a report to be published later this month is expected to conclude, it has been reported.

Hickey, a member of the International Olympic Committee (IOC), was arrested nearly a year ago during Rio 2016 and accused of a number of ticketing offences.

They reportedly include criminal organization, ticket touting, ambush marketing, larceny, money laundering and tax evasion.

Hickey has denied all the allegations and now seems set to be supported by an independent report conducted by Justice Cearbhall Moran and expected to be made public soon, the Irish Independent reported today.

Moran’s 226-page report is critical of the lack of cooperation from Hickey, the IOC and Rio 2016.

He admits there may be “information significant to issues herein of which the inquiry is unaware by reason of the silence of the parties not participating”, the Irish Independent report.

Moran, however, recommends against pursuing the inquiry.

Hickey was arrested during the Olympic Games on August 17 and is currently at home in Ireland waiting to find out whether he will ever stand trial.

His legal team have warned against publication of Moran’s report as, they claim, it might prejudice planned proceedings in Brazil.

The Irish Government, though, is set to publish the report next week.

According to the Irish Independent, Moran employed forensic lawyers to study the OCI’s accountancy practices and did not find any mismanagement of funds.

The report is critical that a sterling bank account set up with Lloyds Bank before London 2012 continued to be used by the OCI after those Olympic Games.

Moran also claims that Hickey was more concerned with the commercial arrangements of the OCI’s deal with ticketing company THG, owned by Britain’s Marcus Evans, than ensuring that supporters from Ireland wanting to attend the Olympic Games were properly serviced.

The report claimed that the deal with THG had been worth approximately $1.9 million since 2010.

Hickey is criticized for a number of governance issues, including failing to keep proper records of all meetings of the OCI Executive Committee.

An annual honorarium of $71,000 paid by the OCO to Hickey is also questioned.

Hickey, who has stood down from his role as President European Olympic Committees and is self-suspended from the IOC, where he is a member of the ruling Executive Board, criticized the Irish Government during an interview in June for not doing enough to help him following his arrest at 6 a.m. in his hotel room in Rio de Janeiro on August 17 last year.

California’s state government has pledged financial support for Los Angeles’ bid for the 2028 Olympic and Paralympic Games in the same way they were due to back the 2024 event.

The city announced last week it has switched to focus on the later event – leaving Paris as the sole candidate for 2024.

Both cities are due to be officially confirmed as hosts at the International Olympic Committee (IOC) Session in Lima on September 13.

“Securing the 2028 Games reflects a significant achievement,” California State Assembly speaker Anthony Rendon said in the letter to Mayor Eric Garcetti and City Council President Herb Wesson, reported by the Los Angeles Times.

“It will benefit the city and the entire state as we showcase the best of Los Angeles and California – with the whole world watching.”

It is hoped that these funds will never be needed.

At present, it is expected that the new Bill will be identical to the one passed easily last year committing a $250 million financial guarantee from the State of California.

The figure has not yet been determined, however.

City Councilman Paul Krekorian has suggested that the State should consider upping its contribution because of inflation given the later time frame.

“It occurs to me that as we’re talking to the Legislature, perhaps we should discuss with them a similar increase because of the additional cost,” Krekorian aid.

A Los Angeles City Council vote to confirm their support for 2028 is thought possible within the next week even if a final budget or independent evaluation has still not happened.

A special meeting of the Ad Hoc Committee of the Summer Olympics is due to take place on Friday (August 11).

The California city will receive concessions from the IOC for hosting the later event.
